  1. Andrew Hull Foote. He’d attack the rebels and cooperate with the U. S. Army. Both those qualities seem to have remarkable in 1862.

  2. John A. (for Ancrum) Winslow, because, after 14 months of relentless pursuit, he rid the seas of a Confederate commerce raider (C.S.S. Alabama) and her commander, the intrepid Rafael Semmes, who had destroyed 85 Union merchantmen and one Union warship, and because he continued service to his country during and after the war despite censure by Secretary of the Navy Gideon Welles and the American Minister to the Court of St. James, Charles Francis Adams, for paroling his prisoners and allowing his former friend, roommate and messmate, Semmes, to escape after their duel to the death off Cherbourg, France, on June 19, 1864.

  3. David G. Farragut, who may be the greatest sailor this country has ever produced. He won far-reaching victories through his solid preparations and cool leadership under fire.

  5. David Dixon Porter. He proved himself capable both as a “brown water” and a “blue water” officer.
